Why do newer builds of vips depend on dpkg-dev (>= 1.22.5)?

As there are many changes in vips between focal and noble we rebuild the package for focal to a ppa using the noble .dsc.

Since "vips (8.15.1-1.1build1)", which is "* No-change rebuild [...]" the package depends on "dpkg-dev (>= 1.22.5)", which is not available for focal (also not in backports). As there were no changes, could you please tell me why this dependency is needed? The package builds fine with lower versions of dpkg-dev.
